Ceiling Light Wiring Block Safe?

When they are both in the "off" position the light is on.
That's not the conventional OCD way of doing it.

When one of them is in the "on" position the light is on. It is only when one of them is in the on position and the light is on that you can use the other switch to turn the light off by putting it in the "on" position.
It is not wired correctly, then.
