Central heating always on

The central heating is always on even when it is turned off at the timer control. Also the pipes make a constant humming noise. Bleeding the radiators hasn't helped.

The system includes a 2-point motorised valve, a valve actuator, a flexcon expansion vessel, a combi boiler, a water tank and lots of pipes and wires.

Any ideas?

HUMMING IN PIPES WHEN SYSTEM IS ON. THE RADIATORS ARE WARM WHENEVER THE SYSTEM IS HEATING WATER.
3) Has ANYTHING else been done / changed recently
NO. MOVED IN ABOUT 9 MONTHS AGO AND NOTHING'S BEEN DONE SINCE.
4) When did it (problem) start
THE HUMMING STARTED A FEW WEEKS AGO. THE CENTRAL HEATING PROBLEM ABOUT A WEEK.
5) When does it happen? eg, heating coming on or going off
AS ABOVE.
6) Anything else you feel may be of relevance
FIRST FLOOR FLAT.
SYSTEM INCLUDES A TWO POINT MOTORISED VALVE, A VALVE ACTUATOR, EXPANSION VESSEL, A MYSON COMPACT CP53 PUMP.


Thanks for your help. All replies appreciated. I'm definitely sure about the pipes and wires.
