Central heating misbehaving

Hi,

My family and I have just moved into a rented house. I'm having problems with the central heating, and the property maintenance people cant get out to check it themselves until next week.

There's a CH boiler in the garage, a Siemens RWB29 programmer and a Siemens RAA20 room thermostat in the hall.

I reprogrammed the on/off times earlier this evening. As expected the CH light came on at the right time and I thought everything was working. However, 30 minutes later the radiators were still cold. I went out to the garage and the boiler looked off. I switched it off and back on and the flame ignited and soon after the radiators were heating up.

All good so far, until about an hour later the radiators started to cool down. The CH light was still on at the programmer, and the room thermostat was set to a temp far higher than the actual room temperature. Even setting the thermostat to 30 degrees, the radiators stayed cold. Only when I set the programmer to 'manual on' the heating kicked in and finally we had heat. However, I'm pretty sure this isn't working as it should.

The room thermostat always clicks at the same point (~16 degrees). Is this normal? Shouldn't it change relative to the actual room temperature?

Should the CH light stay on even when the boiler isn't doing anything?

Can anyone suggest why the heating didn't work on the programme, and only started working when I 'forced' it on?

It may be worthwhile noting that we had a power cut last week.

It just possibly could be that the programmer is faulty.

They have a back up battery inside and these have a limited life of just 3-4 years. It is possible that the power cut disturbed the battery system and just possible that it will work again after a few more days.

But these are only possibilities!

Diagnoses must be at the property and might not be that easy either. Usually people just change the most likely component.
