Central heating pipes HW cylinder against joists

One of the issues I've encountered is that central heating pipes against joist that cause buzzing or vibration noise when CH is on.

It's worse with HW as the HW cylinder is made on a timber frame and again that's sat on joists.

I've tried using bits of pipe insulation against one of the CH pipes (there was insulation already there) but the pipe is 2mm from the joist!

What do people normally do or use as silencers or sound buffers?

Few mm more of a gap! Got a chisel? :)
No space and very risky. Could strike pipe and have further problems...see pink circle in pic

Dare say that lot could do with a tidy up and better attention to detail on the insulating, but at the very least can you lift it any to get a wedge of pipe insulation under it?
