Central Heating radiators hot but no hot water

I have a Baxi back boiler, and gravity fed hot water and open vented central heating. the boiler is set at 3, when the central heating and hot water is on at the progammer the hot water is only lukewarm after a few hours. but the radiators are toasting. If the hot water only is on, the water is really hot as it should be i am confused. Should the bolier be set to 5 (max) since it is the winter or could there be a fault with the programmer a Horstmann diadem 425
