CH switched off, stat down, rads hot- help!

Hi folks,
Central heating system now seems to have a mind of its own. On the controler, CH is switched off, hot water on. It appears rads heat up when there is a call for hot water & the system appears to be ignoring controler & stat. settings.
Controler is an old Horstman Amethyst 7, no electronics, just timer switch & on/off switches for CH & hot water. Stat is a Drayton volt free, boiler is an Ideal classic LXFF, Satchwell sm 3203 minival valves.
Does this sound like a boiler circuit board problem? Would I be correct in saying it is the boiler that activates the circulator pump and valves when getting the appropriate switch states from the controler and stats?

Sounds like the satchwell valve on the heating has jammend in the open position.As for boiler supplying power to components its the other way about . Clock to stats ,stats to motorised valves(satchwells) motorised valves to pump and boiler
 
Turns out the valve actuator motor had worked loose from the valve body due to vibration or whatever, so not engaging with the valve spindle which was in the CH on position. Tighten 2 screws and all sorted now!
