change a fsu to a consumer unit

You have been given a hot tub. Great!
What is the rating in KW or amps of the hot tub?

This obviously needs connecting to electricity.
Where will the tub be located?
How do you plan to get power there?
Does your electricity installation have any form of earth leakage protection (eg an RCD/RCBO?)

What is an fsu?
What do you mean by "run a consumer unit"?
 
You could but......
This will depend on were the fused connection unit is,
The circuit it is installed on?
Demand/load of that circuit?
If the cable from the FCU is to be reused, is it suitably rated for 16A?
If the circuit has already been offered, up line discrimination/selectivity? (meaning that the circuit at that point does actually carry >16A)
Also RCD protection must be considered too!

So a little more information is required, for additional and correct information to be given!
It is very likely that a separate circuit from you consumer unit will be more suitable. You are highly unlikely to find a 16A FCU.
