Changing a pvc window hinge

I need to change a full house of pvc window hinges. They have go 4 screws on either side of the hinge. Two Philip's which I can take out but then the hinge has 2 screws in which have a circular head which I cannot remove. These are not rivots as you need to take these out to get the hinge off and they do not look like allen key and are not torx. Anyone know how to remove please ?
 
It looks like a flush pop rivet to me that isn't flush because there is no counter sink on friction hinges, needs drilling out just as a normal pop rivet
 
Was about to say the same. Looks like a pop rivet which is unusual as they are normally used on Ali windows not PVC.

Drill through one with a 4.8mm drill bit to find out for sure.
 
Thought it was abit weird having one of these rivots in as there is already 2 self tappers in the 200mm hinge. Is there a metal bit for a sds drill to remove these ?
