Changing garden soil?

hey guys...
I've got a garden that has a soil full of cats waste.
The soil look so unhealthy and part of it has green layer on the top [mold maybe?!]
I thought of changing the soil but I need your advice please...

1) How much digging should I do? I mean this is soil and I assume it will not end till I reach the core of the earth lol
2) How and where to dump that soil later?
3) What should I replace that soil with? compost or soil?
4) If soil, where to get it from? because most of the shops sell compost only.

one more thing, I've got a green barrel that stores rain water which comes from the garage roof, the barrel has too much leafs that blocking the tiny tap at the bottom. So i'm thinking of getting rid of it.
having that barrel removed, will it hurt the garden due to the massive water which will pour from the garage roof?

You shouldn't need to change the soil, just improve it a bit. Dig in some compost, well rotted manure and soil improver. If you really do want to change the soil then have a look in the free ads papers its often going spare from extensions or other garden works. People often try to get rid of it for free rather than get a skip. You will need a skip to get rid of your, though.

A rain water butt is great, good for the environment and free money if you are on a meter. I'd try and fix yours. The tap should unscrew from the inside. Then just clean it out. If the tap is really bad then clean the butt and fit a new tap.
