Childproofing Windows

I've got a three year old who keeps climbing up on windowsills, and given that we like the windows open at this time of year, is there a good way of stopping him falling out ?

Its a wooden window sill below, and (I guess) a metal lintel above. I could tyr making 'bars' out of shower curtain pole, but is there a more elegant or less prison-like solution ?
