Chimney flue - asbestos or not

I want to install a wood burning stove but need to remove an old flue. I'm not sure if the flue is asbestos or not. Who should I contact to test if it is - council or Environment Agency. Can anyone help from the picture.

Yes it is

Don't bother with a test and take take to remove in one piece and also the adjacent mortar

hiya

unless it has been damaged or degraded, asbestos cement is one of the less brittle / friable types of asbestos. It's not necessary to be licensed to work with asbestos cement (but if you go 'diy' you would still need appropriate PPE, and disposal still has to be arranged through a licensed contractor afaik)

other forms of asbestos-containing material eg Asbestos Insulation Board are significantly more friable, and require a license to work with from the get-go.

if you wanted to get a sample of the material tested there are contractors who would arrange this for you, or perhaps you could submit a sample directly to an accredited laboratory. your council would probably have a list of their 'approved' contractors for what that's worth. google brings up plenty of hits on 'asbestos survey' and 'asbestos testing'.
