Take a picture of the guy on the roof without scaffold and email it to HSE. and see what they say. Read up on working at heights ... or better still keep checking the oil on dipsticks..

its compulsory. I wont be pointing you anywhere. The OP asked for opinions on a quoted cost. The price was very reasonable in fact to do the job properly and safely it was cheap.
