chimney stack removed down to roof tile level

hi

we have a chimney stack that has been removed with the bricks being removed down just past the roof tile level with roof tiles reinstated to fill the hole.

my question is can the chimney be left like that or do we need to have the flue capped off in the loft space.

chimney breasts in upper and lower rooms are open and vented into the room.

It should be sealed off otherwise the moisture from the rooms could cause problems in the roofspace.
