Chipboard ceiling

I have an old house that has had some alterations including a chipboard ceiling in the kitchen it has downlights, it's a bit cracked can I plasterboard over it?

You can, but I'd be inclined to take it down, find the joists, and then plasterboard the ceiling. Are you intending to keep the downlights.

I bet he means 'wood chip', just reboard the ceiling.
