Chromed Heated Towel rail - corroded on inside

Central Heating gods:

I just took delivery of a Chrome Towel rail, new. I could hear something small moving about inside, like flecks of rust when turing over.

On removing the blanking plate the inside looks very brown and rusted. Lots and lots of rust flecks came out, I can still hear some moving about. I guess I could flush it out with water.

Outside looks as it should.

Is this normal, has it been in storage for too long and the inside rusted?

I have had a new boiler install early this year, I'm worried this towel rail might cause problems if all loose bit start getting inside the boiler.

Am I worried uneccesarily or should I return it?

Personally, if I paid for a new rad I would expect a new rad. Reject it and insist on a new clean one. :D
