CIL charge not chargable for self builders?

Is it true that self builders dont need to pay this charge even if the property or extension is over 100m2? Last time we queried this on the form about 18 months ago, it seemed to be a grey area. Reading the following link seems to make it very clear that we dont pay. Bloody council making everyone fill in the firm to declare whether it is under or over 100m2 and threaten us with the charge if we went over (we were at 96m2 additional for the extensions overall).

My local council has exemption for self build but you need to stay in the property for 3 years post completion to qualify or it becomes payable.

As far as I know, CIL exemption has been available to self builders for a long time; it's the S106 affordable housing contributions that have bounced in and out like a rubber ball (currently out)
