Circulation button stays on on my zetec s 2001 model

Circulation button stays on on my zetec s 2001 model and it wont turn off, since this has happened my electric windows have stopped working and my fans the blow air out... Im going to have a look at the relays but how do i find out what the issue is? is it short circuiting? ive been to ford and they said book it in but said theyd charge me for it
Can please someone help me regaridng this...
