Cistern filler - repair option?

hi all

The cistern filler in the loo has started to fill very slowly.
Replacing the whole filler I could do, but wondering if there is a repair option and possible to dismantle?

Pic below, if it helps identify the type a bit better.

if you push down on the big white block that is under the arm passing down the side of the top round ridged part does it fill quicker?
 
if it pushes down and doesn't fill quicker then either the needle valve is a mess which you may as well replace or the supply is low. Is there a valve in the pipe in the supply pipe that perhaps isn't fully on?
