cistern not filling up properly

Since yesterday my cistern is filling up very very slowly(takes over 10 minutes). I have checked the pipe inside the cistern which is connected to the main, used stop cock to stop the supply and after reopening the stop cock it is still the same with no effect or improvement, could it be the scaling or something blocking inside this delivery pipe in the cistern All other pipes pipes/taps are working as normal. what could be the cause of this? The flush system is working ok.

could be some debri inside the orifice, inside of the ballvalve, or the washer in the ballvalve could be sticking, or an airlock, or if there is a check valve on the supply to the toilet which is unlikely this could have debri in it.
