Cistern on constant overflow

My cystern on constant overflow although I have bent the rod to lower the ball. A fried of mine replaced the washer, but has made little difference. The water should cut out well short of the top of the overflow shouldn't it?

Any suggestions much appreciated.

Bending the rod is stone age repairs and useless most of the time.

A decent valve will have a float adjustment (screw or other type of float) and many on the market with a built in back flow prevention can be bought for less then $7.00

If you have a water meter I am sure the loss of water in $$$ will be a lot more costly then replacing the defective valve
