Cistern problem

I have a dual flush cistern and the short flush has stopped working. The problem is that I don't know what type of syphon I have as it was already fitted to the cistern when I bought it.

The blue plunger is the short flush and all of a sudden it stopped working. The other, long flush, works perfectly.
Can anyone give me any help to identify this system and perhaps suggest whether there is anything I can check or do I just need to buy a new unit?

It's not a syphon, it's a mechanical flush valve.

If, when pushing the blue button direcly, nothing happens you've 2 options:

1) strip it down to see what's wrong
2) replace with a Fluidmaster Flapper valve

I'm with option 2.
