Cistern slow to fill

My cistern has recent become very slow to fill - used to take about 30 seconds but is now over 5 minutes. The toilet is a push-button type, very similar to the one in this thread

I've checked the washer under the large nut (inlet valve?) at the top and it seems fine. After disconnecting the water supply and reconnecting, the cistern fills quickly first time, but after that it's slow again.

Any ideas?

The only washer I've checked in the one under the large nut at the top. I've attached a photo. This washer is not damaged.

How do I get to the filter on the inlet?

 
useally a filter in the inlet to the fill valve.
remove the mains water supply pipe and its up the centre.
 
Took it apart and couldn't see any damage. Cleaned it all off and put it back together and works ok now. Possible just a bit of grip/dirt. Thanks.
