I usually get by with 1/2 gall cold water with 4 tablespoons of houseold ammonia. (less suds) I apply with a 4" brush scrub a little with the brush then sponge off dry. Even tho it's artex if you pull the sponge towards you slowly the songe will contact with the artex muchlike a roller. If it's really bad or the artex has never been painted then wipe over and apply zinsser bin shellack based blocker. http://www.zinsser.com/subcat.asp?categoryid=1 Though I believe crown have come out with a primer sealer blocker which is water based, I have not used yet..
