Cleaning gravel boards

We had our driveway done almost a year ago and had a low fence erected with gravel boards. The gravel boards now have rust-like stains, presumably from the rain and maybe from the treatment of the fence.

What's the best way to clean this up?

you can also paint the concrete with masonry paint (thin the first coat) to blend them in and provide weather protection
