fitting gravel boards

when putting my fence up, should I lay the panel directly on top of the wooden gravel board i.e. make contact, or should I leave a small gap (5mm?) so that water wont sit between the panel and gravel board and therefore rot them?

Also, I was going to secure them using decking screws drilled into each end diagonally through the gravel baord and into the post. OR, should I use fence clips the hold the gravel baord in with. I'd like to keep it looking as clean as possible hence why I wanted to screw them, but is this method ok or should I use the clips?

screw them in diagonally to the post and sit the fence on them
