Cleaning radiators and pipes ?

Hello,
Quite a few years ago i posted here about my central heating not working,
it's never bothered me a great deal as i have gas fires and i still get hot water through the taps and i don't feel the cold as many folk do,
but my girlfriend who stays now and again is pecking my head about it,
i believe my problem is down to the person who installed the system in the first place (before i bought the house), apparently instead of using the usual size (would that be 15mm ?) he used much narrower piping downstairs, the "bendy" copper type of tubing ! but used the 15mm stuff upstairs.
this has led to blockages,
one option i have is to replace the pipes, but i don't have the money for that,
can someone give me a ballpark figure of what it would cost to flush/clean the system ? there is 6 radiators. and is this likely to be effective ?
or is this a job i could do myself ? if so, what would i need to do ?
