Clipping cables to joists

Should power cables be clipped to joists at ground floor level or run along the oversite concrete below the air void?
 
It's not normally possible to clip the cables to joists.

You would have to remove every other floorboard to do it.
 
The floor is currently fully exposed for other works. In this instance should i clip or run along the slab. If i clip will it make any future alterations harder? do vermin chew cables if run on the slab (not that i have a problem with mice etc at the moment).
 
You can clip them if you want.

It might make alterations more difficult but you can always run another cable.
Vermin chew cables. I suppose out of easy reach will make it more difficult for them.
 
Create a tray along the side of the joist and loose lay the cables on the tray. Easy then to replace or add cables ( leave a draw sting along the tray

I have used gutter brackets ( spaced about 2 foot apart ) to support cables under a floor and above the water logged ground
