Close Coupled Toilet Constantly Running

Hi All
I have a close coupled toilet and its started to run all the time, its not leaking as such but when i look at it, the water level seems to go just high enough for it to edge into the overflow pipe and then back into the bowl.

Is there anyway to stop this? i have looked but there doesn't seem to be any form of adjustment, all i can think of would be to create a kind of 3mm collar to increase the height of the overflow pipe?

Any ideas? I really don't want to take the cistern off as it was a nightmare to fit the doughnut last time.

What I have noticed is that the overflow pipe is just a pipe, on some pictures on the inter web some pipes have a collar on the top, could it be that this is missing on mine?
 
The float valve must have a fault that's letting the cistern overfill, raising the height of the overflow isn't really a solution.

You've need to see if you can get a new washer / diaphragm for the float valve, or just change the valve for a new one.
