Clothes airer - lath and plaster ceiling and walls

Two years ago, I had a clothes airer fixed to my lath and plaster ceiling by a local handyman. Unfortunately one of the pulleys has came away from the ceiling by about 1cm, so am afraid to use it again in case a chunk of the ceiling falls down. I'm fairly certain he never found a joist to screw the pulleys into and they are just attached to a stud. This clearly wasn't the best long term solution, probably because the airer is used regularly and has a fair amount of initial weight when it has a full washing machine load.

The cleat in the lath and plaster wall has came out, but I'm not surprised as it was only screwed in with rawlplugs.

Any suggestions to how I could possible get the pulleys and cleat working safely again? Perhaps some form of resin or a thick batten attached to the ceiling/wall?
