Cold bridge mould at eaves

Last winter, I noticed mould along the eaves on the ceilings of both my daughters' rooms (picture after I cleaned it off with bleach).

I have beefed up the insulation previously and fitted Manthorpe Refurbishment Eaves Vents to prevent the insulation from blocking the roof ventilation.

The roof pitch is very low, and I am assuming that even though I pushed the insulation in, that cold must be getting in under and causing a cold bridge?

Not sure what can be done? I want to get up and sort before the winter.

Remove insulation.
Vacuum
Spray some water and get some expanding foam.
If its a bit tight and you are worried about the expanding foam overfilling, then use low expansion foam
 
Use a thermal camera to assess, on a normal cold day in winter when she has the heating on, what the temperature of the wall/ceiling surface is in the affected area

Also take note of what other moisture generating activities are present in the house; washing on radiators, tumble dryer not vented properly, cooking without an extracting hood, windows closed with trickle vents taped up, no shower extract/moist bathroom.. Take a hygrometer round and see how dry the air is..

Condensation will form easily on surfaces below about 13 degrees. Moist air that doesn't move promotes mould growth; strive to keep the air on the drier side (sub 50%), surfaces warm and have it bfresh

Your insulating efforts may be fine; other factors may be at play
