cold lay tarmac / macadam

Gonna be laying some cold lay tarmac / macadam on the pathway just outside house on the edge i was preparing it today and even after sweeping it there is still a fair bit of mud underneath
so quick question is should i put a bit of type 1 mot down and compact it prior to putting the tarmac / macadam on ?
