Cold New Radiator

I've replaced a single Rad with a double rad upstairs. The top of the radiator is hot but the bottom is cold. The inlet pipe is very hot but the outlet pipe is cold. Any suggestions

Shut off all other radiators and fully open both valves on the new one and see if that works.
 
Thanks for your help Eliteheat, I tried what you suggested but no improvement. Maybe new Rad is faulty or sludge stuck in it. Some other rads are now cold as well.
 
Does the rad have an existing TRV fitted to it? Was it working perfectly well before you changed the rad?

I know alot of guys in here like powerflushing but I would still say air
 
I agree with you but it sounds like sludge is being moved around the system. Maybe its time for super sentinel!!
