Cold Radiator

I appreciate there are lots of Cold Rad topics on here but mine might be unusual.
Our bathroom rad.only gets hot if room thermostat is set to 23/24 +
degrees.
obviously not ideal temp.cost wise,plus makes rest of bungalow to warm.
Could this be anything different,to answers already supplied.

has it a trv fitted ?
has the other rads got trv's ?

possibly the radiator may have a manual valve and it's not fully open?

as this problem just started happening?

Thanks for replies.
All rads have got TRV's except in hall where Room Thermostat is.
Manual valve is fully open on Bathroom rad. at moment,have tried all different settings.
Has worked on & off since i put it in in the summer.
