cold radiator

Hi,
Anybody got any idea why one radiator won't heat up.
Have balanced, no joy.
only thing i can think of is that I have changed the radiator for a finned convection type and kept the single in / out valve .(not thermostatic)
Both in / out pipes are hot, radiator ...cold
The piece of pipe in the valve is in place.
Should I change to in / out valves at each end?

Are you referring to twin entry valves where both pipes connect to one end of the rad? Your old rad would have had a longish pipe which extended at least 300-450mm into the bottom void.Most modern rads will not work with dual entry.Repipe to either end.
