Cold Radiator

I installed extra rad in Bathroom a while ago,but it doesn't always get hot.At the moment its not getting hot at all,not even pipes.The pipe was cold right back to the T in the loft where it was just about warm.
I connected up from the kitchen rad pipework (15mm) up in the loft.
I have a Combi Boiler sysyem and wonder if i should have picked up flow from the 22mm pipe work and then reduced to 15mm before coming through the ceiling.

It is always best to take from 22mm flow and return to as close to rads as possible.
If you turn the rest of the rads down/off does this rad then get hot?
 
Yea if i turn other rads.off Bathroom one gets hot,but it doesn't last..will change pipe work to 22mm me thinks..
