Cold Radiators!

Hi, I'm looking for some advice about our radiators please.

Our radiators upstairs seem to work fine, but the downstairs ones don't work, except for one which is in the downstairs toilet. The pipes which go to/from the bottom of the radiator barely get warm as well.

From looking online and the FAQ's it looks like a balancing issue. I've given it a go but I'm still stuck, at most, only one of the other radiators downstairs becomes barely lukewarm.

Does anyone have any advice/tips please or could it possibly be something else?

I'm generally OK with DIY, but this has certainly got me stumped.

Close off all the radiators that heat up by their TRV ,or wheel head valve if no TRV.
Also close off all cold rads except one, See if that one now heats fully.

Stuckinarut - i've got no idea if it's dual zones or not, we only have one thermostat downstairs in the hallway if it helps? It's a potterton boiler that's got a seperate hot water tank upstairs. From looking online i thknk

If you’ve only on thermostat then it’s a single zone. Could be a weak pump, but try what @terryplumb suggested first.
