Cold water inlet. Valiant 824 turbo max.

I can't seem to pressurise my Valiant 824 turbo max. It doesn't normally lose pressure, so I rarely need to pressurise but when I do, I just open the valve and water gushes in. However I tried to add a little pressure the other day and no sound of rushing water and pressure did not rise. If I leave the valve open, pressure does rise, but very slowly.

I had the boiler serviced 12 months ago and I don't think I've needed to pressurise since then, so I'm wondering if the engineer closed off another valve. He's actually due back in a few days for this year's service, so will ask him about this, but would like to get opinions beforehand.
 
Could be bit opening properly or as you say just closed off partially
 
So, engineer arrived and I mentioned the problem. He muttered something about their being two valves and said he would have a look. He left after finishing the service but didn't mention the problem. However when I checked, I saw the pressure had increased but I tried opening the tap and still no water coming in. Tends to suggest he had opened the second valve, let water in, then closed it again. If this is the case, I won't be able to repressurise if it needs it in the future. So I would need to call him out just to open the secondary valve. Is this normal? I think the owner should be able to pressurise the boiler themselves, or is this now against regulations?
