That’s got me thinking it could possibly have been someone mistaking accelerator for brake .. it’s a very short drive, only fits a fiesta size car without it being on the pavement. And may explain why the step seems to have self destructed so dramatically …It looks to me like something has been done there retrospectively, given the differing types/ages of mortar present. Almost like they took some of the wall down and fitted the air brick or some such....?

Although the more I look at it, I reckon someone’s fitted that bit of dpc (a course higher than the dpc already is) retrospectively and made a pigs ear of it 
I took the bricks out and rebuilt it this morning, turns out the t&g floorboards had swelled and pushed that course of bricks out. Rubbish design, single skin too.
Trimmed the floorboard back and rebuilt. The coursing seems fine so I don’t think it’s actually sunk, but will see. Cheers for the advice on it. Still need to sort the step.
