Combi boiler not firing for hot water at times

Hi
We are 3rd floor flat at top of (low) hill.
At times the combi boiler won't fire for hot water; particularly first thing in the morning. (It always works fine when needing to demonstrate the problem, of course).
Reasonable flow of water is coming through the hot tap.
Can be "tricked" into firing for hot water by running heating (not something we want to do in the summer!).

Our thoughts are (1) could be water pressure low at certain times or (b) flow sensor (from looking at other forums).

The boiler has recently had gas safety certificate - would either of the above have been noticed as part of this safety check, or is that concentrating on other aspects?

Any thoughts welcomed.

Update : Boiler make is Amston and the model is Microgenus 23, Type BLR, and is about 10 years old
Flow rate is good, so probably not water pressure
 
Gas Safety check is just that!

I would have noticed it because I give a proper operational check but most others don't.

The boiler needs a certain flow rate to turn on. Usually about 2.5 litres per minute.

You can measure that yourself.
