Combi Boiler with Controller problems

I have just moved house and have a WB 35 Cdi 11 RSF boiler (located in loft) with a Grasslin QE1 controller and a separate themostat (??). The instructions say that I can switch on both CH and HW via the QE1 controller (this does no work).

Any ideas why I would have separate controller and thermostat for CH and HW?

Is it straightforward to change controller to dual control of CH and HW?
