I find that the scale reducers that have to have the 'crystals' replaced every year do work. However, once it comes to the annual 're-fill' or replacement of them, most people take the attitude 'oh we'll get another year out of that' just to save a bit of money, then they do not work 
I am doubtful though about the inline fit and forget variety.
