The Russian citizens know it, and keep their heads down. Access to information is controlled by state media systems. They know they're being lied to but have no alternative.

Yes, Putin has (had to) cut state spending because of his country's growing deficit and shrinking reserves, but has kept up the huge spending on arms and equipment for Russian forces.

Russia depends on foreign investment and development to replace its rusting factories and infrastructure, but the West has moved out as a result of the sanctions imposed after Crimea. Additionally, revenue from oil exports has plummeted due to the glut in supply and the fall in prices. Hence Russia is seeking to cosy up to China.

With the economy collapsing, Russia's deficit continues to grow.
