Again, where has he said what his heat loss requirements are....answer the question instead of going on and on about plumbers.
I would very surprised if the heat requirements would be less than 12kW in a 5 bed house in Manchester. I would bet it's a Victorian house as well.

So your basing it all on surprises and a bet?
Well I bet it's a lot less and I also bet the boiler isn't suitable.

Perhaps you are easily surprised?

The rated heat loss is for an inside temp of 21 C when it is -1 C outside!

Can you imagine the heat required to increase the inside by just 1 C ?

Its not exactly linear but if the heat loss is 12 kW then only about 1/2 kW !
