concrete balustrades & coping stones

I bought concrete balastrades and plinths at a fantastic deal on ebay, the balastrabes come with a thick steel rod which protudes 2 or 3 inches at both ends and the plinths have no holes.
what is the best solution, do i cut of the steel and lay the plinths on top, or do i drill a hole in the plinths, any ideas. :confused:

my intention is to lay the balastrades and plinths in my front garden project but i dont want them falling over, so i will place the balastrades on a cement bed but not sure whats best to secure the plinths.
