Concrete fillet for concrete sectional garage

Hey - asking for some help.
Next week we are having a sectional concrete garage erected. The after care talks about a concrete fillet.
Ive seen in wickes/screwfix ready made cement that you just add water to.

Is this all i need or do i need to add a fixer like a SBR/cement slurry first (saw this mentioned on a different site but not sure if this is needed for my purposes) would like to do it myself as money is tight but I want to do it right. Also do i need to seal it from the outside at the bottom? Anyone done this recently?

Do you mention cement fillet around base?
 
Yes this is what I am asking about - is the cement mix okay for the cement fillet around the base and do I need a fixer (sbr/cement slurry) or will just adding the mixed up cement be okay?

I used SBR slurry to bond it and a mix of 1 cement, 1 building sand and 3 sharp sand (a stronger mix than just building sand). I think I added SBR to the mix as well (stops the fillet cracking). My garage floor is below ground level and used to flood, but now doesn't so I know it works. Be aware that SBR slurry only stays workable for about 15 minutes so mix small batches if doing it as a one man job.
