Concrete floor

Hi
We had our dining room floor dug up and replaced recently. It was
dug down about a foot then a thick plastic membrane was placed in the hole and up the sides, hard core was put in and then it was concreted over.
My question is how long should it take to dry properly? My damp meter is
still squealing wildly nearly three months on!

concrete is 99% of its final strength after 21 days.
it should be ready to work and dry from after seven.
 
don't know sorry.
it could be taking longer because of the dpc surrounding most of the edges? i.e. the only surface the moisture has to escape from is the surface.

Yeah thats what the builder said
He said the moisture can only go upwards.
I was going to hire an industrial dehumidifier for a couple of weeks.
Do you think that would do the trick?
 
Surely the hardcore and a layer of sand went down before the dpm? If the hardcore was loaded onto the dpm as your post says its probably been torn to shreds! :idea:
