Concrete pad/foundation setup?

We’ve had to dig up our floors due to damp issues and are a little confused over the floor setup, there’s a typical concrete footing with brick foundations, but then the concrete pad has been poured above and then the internal walls built off the pad.

Has anyone ever seen this before

Not really no...? We've built B&B floors whereby this situation occurs but not like your scenario.

It's a common suspended slab.
