Concrete Post Depth Installation

So our garden fence basically failed several months back when there were quite strong winds. The fence would be replaced with concrete posts instead of current timber ones. There is already a concrete post with a slot we can use at the end of the garden (facing direction of our fence), assuming a corner post which is being used by other neighbours fence on other end.

What's the minimum post depth below ground a post should be set at?

The current concrete one present from the ground up (exposed part) is ~1900mm. Assuming it is a 2440mm one.

Also how much fence post concrete should one approximately need per hole? 1 bag and a half?

Finally in terms of tools, would a post hole digger or post auger be more beneficial? Don't really want to buy/invest in both given it's a one off project to just dig 4 post holes and they aren't relatively cheap. Or any tips on doing without but keeping the hole smallish.
