Concrete Posts and Fence Panels

When using concrete posts with standard 6' panels how much tolerence in the width spacing should be allowed for expansion of panels in wet weather. i.e so the panels are not jambed in tight and bow.
 
a few mill at most. just leave them a tiny bit loose as you fit the next post (I assume you are following the order 'post - gravel board - panel - post' etc.
 
If I rightly remember, isn't the concrete gravel boards about 1/2" longer than the fence panel to allow for this?
