Concrete, when to use dry or wet mix

Hello,

I hope this is in the right area. Maybe a thick questions but I am just trying to work out when you would use a dry mix or a wet mix.

Are there any specific rules to follow? I have done some searching but cannot find a satisfactory answer. Mainly with regards to patios/fence posts.

I have seen patios laid on a dry mix of sand and cement and some laid on a wet mix with the joints filled with mortar. Just trying to understand when to use which method.

I thought it was personal choice, but if the sub-base you are laying on is not firm. If you use a dry mix, it will move and subside.
So if dry mix, firm sub-base(wackered)
